The Commissioner General of the Uganda Revenue Authority (URA), John Musinguzi Rujoki, has recognized and awarded customs officer Enid Priscilla Katusiime for uncovering a concealed $10.2 million shipment, in a ceremony marked by jubilation among staff.
The colorful event, held at the URA Commissioners Boardroom, brought together senior management and staff to celebrate what was described as an exceptional act of integrity and professionalism within the institution.
Recognition of Integrity and Service
Speaking during the ceremony, Musinguzi described Katusiime’s actions as heroic, emphasizing that her conduct reflects the highest standards expected of public servants.
“We have what it takes to serve our country and do it efficiently. Your firm resolve to uphold integrity despite pressure not to declare the money reflects a high standard of accountability that this institution embodies,” he said.
He further noted that her courage serves as a powerful example to colleagues and reinforces URA’s mission of mobilizing domestic revenue for national development in a transparent and efficient manner.
Discovery During Routine Verification
According to Katusiime, the discovery was made during a routine verification process involving a container declared as personal effects belonging to a Ugandan returning from Turkey.
“I opened one box and found kitchenware, but upon opening the next, I saw stacks of paper money,” she recounted during the ceremony.
Katusiime revealed that shortly after the discovery, a clearing agent attempted to persuade her not to escalate the matter.
“The moment I discovered the money, the clearing agent started convincing me not to report it, saying it was my opportunity to get rich,” she said.
Despite the pressure, she proceeded to report the findings through the appropriate channels, leading to the recovery of the concealed funds.
Strengthening Customs Enforcement
The incident highlights the importance of URA’s physical verification systems in detecting irregularities in cargo declarations.
Under the authority’s customs framework, verification processes are designed to ensure strict enforcement, transparency, and accurate tax assessment while minimizing opportunities for fraud.

Key verification measures include the use of compulsory individual house bills of lading, digital declaration systems, and mandatory cargo scanners.
Cargo is subjected to different risk profiling channels, including red for full physical inspection, yellow for document review, green for automatic release without inspection, and blue for post clearance audits.
A Call to Uphold Professional Standards
While commending Katusiime and her team for their integrity, Musinguzi urged all staff to emulate her example and remain steadfast in their duties.
He stressed that maintaining ethical standards is critical to strengthening public trust and ensuring the effectiveness of Uganda’s revenue collection systems.
The recognition of Katusiime’s actions underscores URA’s broader commitment to accountability, transparency, and the fight against illicit financial practices within the country’s trade and taxation systems.
