Top officials from the Presidential Industrial Skilling Hub, led by Engineer Raymond Kamugisha, Director of Presidential Projects and Industrial Hubs, engaged in high-level strategic discussions with the Uganda Vocational and Technical Assessment Board (UVTAB) at the National Skills Assessment Centre in Kyambogo.
The meeting held on Monday, June 30, 2025, focused on aligning assessment and certification processes for Skilling Hub trainees with national standards established under the new TVET Act 2025. The Act mandates UVTAB to oversee assessment and certification of all Technical and Vocational Education and Training qualifications from level one to level four, ensuring alignment with evolving industry demands.
While welcoming the delegation from the State House, UVTAB Executive Secretary Mr. Oyesigye Onesmus expressed the board’s readiness to collaborate with the Presidential Skilling Hub in enhancing the quality and relevance of vocational training in Uganda.
“UVTAB is a new institution created under the TVET Act 2025, and we have been assigned the mandate of assessing and certifying all TVET qualifications from level one to level four,” Mr. Oyesigye said. “Our role will not only be to assess the learners but also to review the Annual Teaching Plans they have been using, making sure they comply with the new national requirements.”
Engineer Kamugisha emphasised the significance of the engagement, pointing out that the meeting was vital for formalising the skilling project. “We are here to ensure that Ugandans can acquire a skill, undergo proper assessment, and receive a recognised qualification,” he said. “Our discussions will guide the development of Annual Teaching Plans that are specifically tailored to the needs of the population.”
He further highlighted the core objective of the initiative. “The Presidential Industrial Hub was established by His Excellency the President to uplift the masses, particularly the youth who lack skills and jobs,” he said. “This initiative also targets individuals who never had the opportunity to go to school, offering them training free of charge.”
Engineer Kamugisha noted the substantial progress already made under the initiative. “We have so far skilled 16,169 youth under the Presidential Hub project and more than 60,000 through the Kampala Skilling Centres,” he said. “There are currently 19 Presidential Industrial Hubs across the country and 9 centres within Kampala. Upon completion, graduates receive startup capital through their district SACCOs.”

The collaboration is expected to elevate the credibility of qualifications awarded to graduates from the Presidential Skilling Hubs. By harmonising the training content with the national TVET framework, the partnership aims to increase employability and empower the youth to contribute meaningfully to Uganda’s formal and informal sectors.
