In a major boost for educational cooperation and youth empowerment in Africa, the Government of Algeria has announced 210 fully sponsored scholarships for Ugandan students in 2025. The announcement was made during a high-level bilateral meeting between Uganda’s Minister of State for Foreign Affairs (International Affairs), Hon. Henry Okello Oryem, and Algeria’s Ambassador to Uganda, H.E. Mourad Amokrane, held at the Ministry of Foreign Affairs in Kampala on July 30, 2025.
This development comes ahead of the highly anticipated Tokyo International Conference on African Development (TICAD IX), which is scheduled to take place from August 20 to 22, 2025, in Yokohama, Japan. TICAD, launched in 1993, has grown into a significant global platform that champions African-led development through strong international partnerships.
During the meeting, Minister Oryem and Ambassador Amokrane exchanged views on enhancing bilateral relations between Uganda and Algeria, with education and economic development taking centre stage. The discussion highlighted key strategies to deepen collaboration in line with the aspirations of the African Union and the broader agenda of continental integration and prosperity.
Ambassador Amokrane officially communicated Algeria’s commitment to offering 210 scholarships for Ugandan students next year. He described the initiative as part of Algeria’s long-standing vision to strengthen human capital across the continent through education and professional development.
“Education is at the heart of Africa’s transformation,” Ambassador Amokrane said. “Algeria is proud to partner with Uganda and other African nations in this noble cause. We believe that investing in young people’s education is key to sustainable development and regional stability.”
The scholarships are expected to benefit Ugandan students pursuing higher education in various fields, including science, engineering, agriculture, health, and humanities. The programme will be fully funded by the Algerian government, covering tuition, accommodation, and living expenses—providing beneficiaries with an opportunity to access quality education and acquire internationally competitive skills.

Minister Oryem warmly welcomed the gesture and praised Algeria for its continued engagement with Uganda and other African countries. He noted that such educational partnerships are crucial for equipping young Africans to meet the challenges of the 21st century.
“We strongly believe that education is the foundation of sustainable progress in every sector,” Oryem said. “This initiative reaffirms the strength of Uganda-Algeria relations and the shared commitment to empowering Africa’s next generation of leaders.”
Beyond education, the bilateral talks explored additional avenues of cooperation, particularly in trade and agriculture. Ambassador Amokrane expressed Algeria’s keen interest in establishing new trade links with Uganda, especially in the export of agricultural products such as milk and coffee. He underscored Algeria’s readiness to support Uganda’s economic ambitions through market access and strategic investment opportunities.
Minister Oryem responded positively to the call for deeper economic engagement, highlighting Uganda’s rich agricultural potential and its openness to mutually beneficial partnerships. He emphasized that expanding Uganda’s trade with Algeria aligns with Uganda’s broader goals of economic diversification and job creation for youth.
The meeting also served as a strategic preparatory engagement for Uganda’s participation in TICAD IX, where both nations plan to present shared positions on critical issues affecting Africa, including climate change, economic resilience, youth empowerment, and regional peace and security.
Both Uganda and Algeria reaffirmed their commitment to active participation in the TICAD IX conference and expressed optimism about the outcomes that will emerge from the forum. They also reiterated their support for Africa-led development frameworks that emphasize self-reliance, capacity building, and inclusive growth.
As the continent continues to prioritize education as a pillar of development, Algeria’s scholarship initiative is being viewed as a model for other African and international partners. It not only affirms Algeria’s commitment to the African Union’s Agenda 2063 but also strengthens South-South cooperation in addressing shared development challenges.

As Uganda prepares to nominate its scholarship candidates, the announcement brings renewed hope to hundreds of aspiring students seeking quality education abroad. The opportunity stands as a beacon of Africa’s capacity to uplift its people through collaboration, vision, and investment in the future.
